Pennsylvania Gaming Tops $7 Billion in Fiscal 2025/2026
The Pennsylvania Gaming Control Board reported a record $7 billion in total gaming revenue for fiscal year 2025/2026, driven in large part by a booming iGaming segment that alone cleared $2.9 billion.
Pennsylvania Crosses the $7 Billion Threshold
For the first time in the state’s gaming history, Pennsylvania has generated more than $7 billion in a single fiscal year. The Pennsylvania Gaming Control Board reported Friday that revenue from all the games it regulates reached that record level during fiscal year 2025/2026, according to CDC Gaming. The previous high was $6.79 billion, set just the year before, making this the sixth consecutive record-setting fiscal year for the commonwealth.
The $7 billion figure covers gross revenue from casino slot machines and table games, iGaming, sports wagering, video gaming terminals, and fantasy sports contests. Taxes and fees generated from those sources also hit a record, landing at $3 billion for the year. Both totals are subject to possible adjustment by the Pennsylvania Department of Revenue.
iGaming Carries Significant Weight
Look at the numbers by category and the iGaming segment stands out immediately. Online casino gaming produced $2.9 billion during the fiscal year, making it the single largest revenue driver among all regulated gaming categories in Pennsylvania. Hollywood Casino at Penn National Race Course led the state in iGaming with $1.1 billion, which is a remarkable figure for one operator in one vertical.
Slot machines, long the backbone of brick-and-mortar casino floors, came in at $2.4 billion. Parx Casino topped that category with $375.1 million. Table games brought in $908.9 million across the state, with Wind Creek Bethlehem leading at $239.9 million. Sports wagering generated $662.3 million for the year, and Valley Forge Casino Resort was the state leader there with $272.6 million.
The gap between iGaming and every other segment is worth pausing on. Online casino revenue outpaced slots by roughly half a billion dollars and was more than four times the sports wagering total. Pennsylvania legalized iGaming back in 2017, and the market has clearly matured into something that now shapes the state’s overall gaming picture more than any other product.
Where the Tax Dollars Go
The $3 billion in taxes and fees collected is not just a number on a ledger. According to the Gaming Control Board, those revenues are distributed across several public priorities. Property tax reduction on primary residences is one beneficiary, as are state, county, and local economic development projects, safety initiatives, and recreational programs. A portion supports the agricultural industry through horse racing subsidies. Local municipalities and counties receive grants, and money also flows into the commonwealth’s general fund.
That distribution model has been a feature of Pennsylvania gaming policy since the industry launched, and the record tax haul this year means each of those buckets receives more than it ever has before.
A Market Still Finding Its Ceiling
Pennsylvania has now set revenue records in six straight fiscal years, each one arriving with a bigger headline number than the last. The $6.79 billion record from the prior year gave way to $7 billion this year, and the trajectory suggests the state is not done growing. Online gaming in particular shows no obvious signs of saturation, and sports wagering, while smaller in comparison, produced strong numbers from multiple operators.
The fact that a single iGaming operator, Hollywood Casino at Penn National, generated $1.1 billion on its own puts Pennsylvania’s online market in rare company nationally. For a state that was once viewed primarily as a slot-machine market built around Philadelphia and Pittsburgh suburbs, the fiscal 2025/2026 results tell a considerably more complicated and more interesting story.
